Pence has notably not made any such declaration.

That’s hilarious but I really doubt Pence is that much of a moron.
Pence lost nearly all his political capital with Republican voters when he appeared to betray Trump on January 6th.
I say “appeared to betray” because even if he believes he had no choice, and even if some Republicans voters believe that - there are enough who view him as a traitor to render his political future dead on arrival.
That is - UNLESS he proves his loyalty to President Trump between now and 2024.
But leaking that he plans to oppose Trump in the 2024 primaries is certainly not the way to show his loyalty!!
