To be fair, not everyone was shocked and disappointed by Biden's UN speech. I’m told that Vladimir Putin and Xi Jinping both found the speech to be quite enjoyable.

I think it has come to the point where, Biden’s bosses/handlers would be better off having a computer with text-to-speech application read their pre-written speeches, to whatever the audience, no matter what the speech is about.
And the computer would be a lot smarter and interactive than Biden, and would even stick around for questions.

The Biden of 2021 is not that much different from the Biden of 2009. He rambled just as much. Probably telling a tall tale, just as full of BS then as now. He even claimed then to having done what people in January 2021 did. Yes, he was more vigorous 12 years ago, but he consulted his notes just as much, hesitated sometimes, was a terrible name dropper, etc.
