When Julius Caesar crossed the Rubicon river with his army, it was known by everyone that this was a declaration of civil war in Rome. Historians trace the end of the republic and the beginning of the Roman Empire to this crossing of the Rubicon.
I doubt the author understands what they’re implying by using this phrase.

Hopefully, he will be elected president in 2024. That would be nice. We should all hope for that.
But "crossing the Rubicon" implies actually, literally, using the army to seize political power in the capitol, through either outright force or intimidation. I don't think Trump is planning that at the moment.

Trump knows the identity of all the swamp creatures who hate America. Trump knows all of the wimpy, backstabbing, cowardly generals and admirals who hate America. Trump knows all of the RINOS who betrayed the Republican family and deserve permanent banishment from the kingdom. Ralph Waldo Emerson once famously said, “When you strike at the king you must kill him.”
Democrats tried to eliminate the king, but Trump survived and is now stronger than ever. Trump is a winner who loves God and America. His return to the White House will be triumphant.

... I doubt the author understands what they’re implying by using this phrase.All our metaphors have been watered down to near meaninglessness nowadays. But it is hard to think that President Trump isn't planning another presidential run.
