Protecting Us from Domestic Terrorism
The Biden Administration published in June 2021 a document titled National Strategy for Countering Domestic Terrorism. My introduction was the below article I linked to, which could be seen as both excessive and a reasonable speculation.
I decided on the latter when in reading the White House document, I noticed that among the many examples of domestic terrorism used, the government did not list the violent activities that occurred in Seattle, New York, Portland, and Minneapolis, but made repeated references to the militia movement which had its hay day in the 90’s.
I think the businesses and people impacted by those urban riots would hold contrary opinions and point to the government’s own definition. Domestic terrorism is defined as “activities that involve acts dangerous to human life that are a violation of the criminal laws of the United States or of any State; appear to be intended to intimidate or coerce a civilian population, to influence the policy of a government by intimidation or coercion, or to affect the conduct of a government by mass destruction, assassination, or kidnapping; and occur primarily within the territorial jurisdiction of the United States.”
Regarding that observation, I found another quote from the document puzzling and disturbing. It says, “Violence and its incitement, however, are generally neither tolerated nor protected; indeed, violence is generally criminal, as are incitement to imminent violence and true threats of violence”. One could draw the conclusion that what happened in these cities did not constitute domestic terrorism or certainly the incidents would have been mentioned.

This document seems an updated, expanded, and more elegant version of Rightwing Extremism: Current Economic and Political Climate Fueling Resurgence in Radicalization and Recruitment, which was published by DHS during the Obama presidency. It had to be withdrawn following the universal outcry from veteran organizations that perceived it targeted former armed service members as prime candidates susceptible for recruitment as domestic terrorists.
When reading it, I was concerned that the potential terrorist could also be identified as “those that are mainly antigovernment, rejecting federal authority in favor of state or local authority, or rejecting government authority entirely”. The Tenth Amendment to the Constitution says, “The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people”.
As a result, this net captured Governor Rick Perry of Texas who supported HCR-50, which said Texas claimed sovereignty to all powers not otherwise enumerated and granted to the federal government by the Constitution. By the above definition, he joined potential subversives in 32 other states, which passed or were considering similar resolutions.

At that point I decided the article was a reasonable speculation. I do not think it takes much imagination to see how federal, state, and local law enforcement agencies can be weaponized against political opponents in a manner like the steps taken by the IRS against the Tea Party movement.
Here is an example of 10 of at least 30 broad phrases I could have identified and modified that can be used by appointees to inspire law enforcement bureaucrats for the library of regulations they need to satisfy their leaders. To the left are quotes from the document followed by my own speculations of how the resource would consulted. Remember just because you are not paranoid, does not mean they are not out to get you.

Continuing to enhance the domestic terrorism–related information offered to the private sector, especially the technology sector, will facilitate more robust efforts outside the government to counter terrorists’ abuse of Internet–based communications platforms, in accord with the political agenda.
