It’s a haboob, and Phoenix gets them. We do to in Albuquerque. It’s not unique or even strange for the desert southwest.

In 1969, there was a dust storm in Phoenix metro *every day* during the month of July. Most always starting at 4pm.
But then, the land east of Phoenix was farmed, and that seriously suppressed the storms.

The latest data from the US Drought Monitor shows much of Arizona is in some form of a drought.
They might want to check their rain gauge again.
We've had so much rain, the Saguaros have stored enough water for the next 100 years!
