Why wouldn’t all ballots officially produced by board of elections be serialized?
If no two ballots have the same serial number, duplication would be easily and instantly detectable.

These could be from the batches Ruby Freeman, Shaye Moss, and co-conspirators were furiously scanning, and then re-scanning over and over again as seen on CCTV. Right after they sent the GOP watchers home after lying about a water main break.
On War Room or Outside the Beltway they showed more ballots that were obviously duplicated. They actually believed that after the initial crime, we’d let it drop and move on as we usually do. Not this time, Baby. You’re so busted.

The folds and threads inside the paper on absentee ballots are their own form of unique identification. As long as you get a chance to scan them at least 600 DPI (according to testimony I heard at the Georgia hearings).
And you’re right. Serial numbers are even better because they don’t require a machine scan.
One issue is that each precinct’s ballot are unique due to the local races. However, I note that Georgia’s new election law requires that each precinct print its own name on each of its ballots.
So we are getting there.
Put Freeman under oath in a Grand Jury.
What about the possible impact on the TWO Georgia senate elections? It could certain impact one if not both.

I might be wrong, but I think Ruby and her daughter, Shaye, were subpoenaed and questioned a month or so ago. If so, it was too early, considering that more info has come to light since then.
It could certainly impact the senate race. Sadly Perdue and Loeffler are only marginally better than Democrats but Perdue only votes Democrat 48% of the time as opposed to 100%. Loeffler is still a relative unknown but certainly no conservative. Still better than Warnutz and Assoff.
