You are describing the 90’s with how the internet was used.. Today broadband is essential for many of us to do our jobs.
However, we don’t need a big government solution. Starlink will be available by the end of the year, and should fill in accessibility gaps for most people.
Let the private sector solve the problem.

1)Learn how to start a business

2)Learn how to improve the operations of their community

3)Improve their health and well-being

There are few places in this world more Third World that cities in the United States. They have broadband but it doesn't change their Third World status.

There are places all over the world that would be great if someone else brought in water, electricity, and broadband internet but if it's not worth it, it's not worth it. That said, Elon Musks's satellite Internet might help.
