You are describing the 90’s with how the internet was used.. Today broadband is essential for many of us to do our jobs.
However, we don’t need a big government solution. Starlink will be available by the end of the year, and should fill in accessibility gaps for most people.
Let the private sector solve the problem.
Who cares that (thanks to forward thinking entrepreneurs) hardline delivery of broadband will most likely be obsolete by the time the projects are complete?
By then we'll have other busy work dreamed up for them to do.

The reason why those places look and operate like third world nations is not due to the lack of broadband.
It’s entirely because of the character of the people who live there.
There are an awful lot of marginal cities, towns, counties, and even states that seem to operate under the theory that the FedGov should do for them what they are unable to do for themselves.
Surely you jest. Why, I’ll just bet that the fine people of those places will, as soon as broadband is available, will utilize the wealth of information now available to them to do such things as:
1)Learn how to start a business
2)Learn how to improve the operations of their community
3)Improve their health and well-being
4)Learn how to maintain and repair their house and vehicle

There are few places in this world more Third World that cities in the United States. They have broadband but it doesn't change their Third World status.
There are places all over the world that would be great if someone else brought in water, electricity, and broadband internet but if it's not worth it, it's not worth it. That said, Elon Musks's satellite Internet might help.
