Yesterday, the Windsor, VA Police Department was notified that they were being sued by Army Second Lieutenant Caron Nazario for a December traffic stop that turned ugly.
In the recorded traffic stop, Army Second Lieutenant Caron Nazario, who is Black and Latino can be seen in uniform as a Latino police officer attempts to convince Nazario to get out of his vehicle. The police officer, who appears to be frustrated after driving a mile behind Nazario’s vehicle with their lights flashing, is then confronted with a belligerent driver who refuses to exit his vehicle.
Instead of complying with the request of the Latino police officer, a defiant Nazario tells him, “I’ve not committed any crime.” The two Windsor police officers can be seen drawing their guns and ordering him to get out. “I’m honestly afraid to get out,” Nazario tells them. One of the police officers replied, “Yeah dude, you should be.”
Instead of complying, Nazario chooses instead, to repeatedly push the limits of the police officers. The Windsor Police officer uses pepper spray to subdue the subject. They handcuff him and then search his vehicle, a Nazario asks, “Why am I being treated like this—Why? This is really messed up! You know this is f**ed up!” The police offer explains, “Because you’re not cooperating.”
The video has now gone viral on social media, as the typical BLM radicals make the traffic stop into a racial crisis. What the BLM activists and our dishonest media is not telling everyone is that Nazario refused to stop for over ONE MILE, that he had no visible tag on his license plate, that he was NON-COMPLIANT when he did stop and that he had a GUN in plain view!
News Max host Greg Kelly, called Nazario a “bad lieutenant” and revealed that he had a loaded gun by his leg on the floor of the vehicle in the front seat. Of course, the media and the BLM hysteria messengers forgot to mention that part!
Newsmax host Greg Kelly tweeted about strict policies that most Army bases have about storing weapons, asking which base he was coming from and if he had been in compliance or non-compliance with the Army bases rules, as he carried a gun on the floor of his vehicle.

The tag is barely visible in a well lit area - on the road it would have been even less visible.
Va law states it should be on the rear of the vehicle - the inside of the window wouldn’t qualify as the rear even with the vaguely worded statute.

In this all inclusive military, one would think that a little, neatly groomed it looks, facial hair would be the least of your problem.
I think all branches have relaxed the regs on such.

The Lt made a mistake by not calling 911 and letting the cops know was driving to a well lighted spot to stop.
The cops made the mistake of giving him contradictory commands. Keep your hands out and also take off your seat belt and open the door. He couldn’t do both.

If he bought the vehicle from a state where the temporary registration is in fact placed on the back window OR if he used a Virginia DMV trip permit which is supposed to be placed on the back window, there is no problem. It is perfectly legal.

Either they're on the team or they're individuals. The ridiculous recruiting slogan of "Army of One" is the opposite of what you need in a military unit. As the saying goes, "if it's close enough to question it, it's out of regs". Personally, I appreciated someone who would openly push the edges of regulations - it made it a lot easier to know who was unreliable and didn't want to be there.

If the tag was obscured by window tinting then the officer was justified in doing a stop to verify if it is valid.
If it was mounted where a tag light illuminates it would have been no problem.
Mounting it in an obscured location might give a reasonable person cause to think it is being knowingly concealed.

A reasonable person, especially a cop, would be aware of the practice of some states to put the temporary registration/permit/tag in the rear window, especially when the state in which they work has such a practice for the trip permits issued by their own DMV.
As far as being “obscured”, NONE of the registration/tags/permits placed in a window that I’ve seen are printed in large enough font that they would be readable from more than a few feet away, window tinting or not.
