No because you can’t eliminate what doesn’t exist. By definition there is no systemic racism. The system overly prohibits racism and in fact promotes benefits for minorities by including affirmative action and set-asides among its policies, other measures.
Jim Crow laws and other policies of systemic racism no longer exist.

Myb just maybe, black folks will someday be free, be able to run for and achieve the presidency, earn cities and town, run fortune 500 businesses, ride on the same busses as white folks do, eat in same eateries, drink from same fountains, own land, homes, businesses, etc, play in sports for mega million dollar contracts etc. Run churches with mixed congregations, marry whomever they like regardless of skin color, be gay if they choose to, be any gender they like, be presidents of schools, colleges, multi million dollar businesses, own vacation resorts, etc etc etc

Over my years I’ve found the biggest block to a person moving up is....NEPOTISM.
We had a black President.
We’ve had numerous black members of the Cabinet.
There have been, are, and will continue to be numerous black members of the Congress.
There have been, are and will continue to be numerous black heads of companies of all sizes, and black high-level employees at those same companies.
Blacks can buy a house anywhere in this country.
Blacks can eat at any restaurant in this country.
Blacks can attend any university or college in this country, and almost universally have admissions preferences due to the color of their skin.
Yet, despite all of the above, somehow or other we have “systemic racism?” HORSE SCHIT!!!!!
Can ‘Systemic Racism’ Be Eliminated?
As they most always do, the communist/Democrat/Left conflate words and phrases that sound similar but are completely different (e.g., “immigrant” now includes illegal aliens as well as legal immigrants). In this case, racist, racism and “systemic racism” all mean the same thing to the “reality commissioners” of the communist/Democrat/Left, which means that because there are racists in America (which there are), our country is condemned by these domestic enemies of the Republic as being “systemically racist” ... ironically, a structured form of racism that appears primarily in communist-Democrat-Left controlled cities.
