No because you can’t eliminate what doesn’t exist. By definition there is no systemic racism. The system overly prohibits racism and in fact promotes benefits for minorities by including affirmative action and set-asides among its policies, other measures.

Jim Crow laws and other policies of systemic racism no longer exist.
