President-elect Joe Biden will issue an executive order halting "midnight regulations" on day one of his presidency, incoming White House press secretary Jen Psaki said Wednesday.
"We’re announcing today that, like other incoming administrations have done before, the Biden-Harris White House will issue a memo to take effect on the afternoon Eastern Time on January 20 that will halt or delay midnight regulations, actions taken by the Trump administration that will not have taken effect by Inauguration Day," Psaki told reporters.
Midnight regulations are rules that outgoing administrations rush through during the lame-duck period.

Does that mean “midnight regulations“ like the new regulations about arsenic in the water which disrupted the first several months of the first Bush2 administration? I’ve never heard the expression “midnight regulations” before especially if they relate to ALL changes in regulations during the lame duck period. When Clinton was a lame duck he said that he did not sleep for the last three days while he was pardoning people and changing regulations.

Hopefully, Trump is blanket cancelling regulations. This can be done with a phone call to the head of the department agency. Every regulation adds cost and slows down the economy.
Realistically, though, regulation dumping should have been ongoing and, if possible, made politically difficult to reserect. But every regulation benefitted someone and they will lobby hard to get them back.

President Trump should now issue an executive order vacating any EO that Biden may issue halting any Trump ‘midnight regulations.’
