President Trump Just Invoked The Impoundment Control Act Of 1974 While Signing The COVID Bill, Allowing Him To Redline Areas That Must Be Addressed – They Can Ignore It But In This Case They Won’t

President Donald Trump signed a $900 billion pandemic relief package Sunday evening

Read President Trump’s entire statement below:

As President of the United States, it is my responsibility to protect the people of our country from the economic devastation and hardship that was caused by the China Virus.

I understand that many small businesses have been forced to close as a result of harsh actions by Democrat-run states. Many people are back to work, but my job is not done until everyone is back to work.

Fortunately, as a result of my work with Congress in passing the CARES Act earlier this year, we avoided another Great Depression. Under my leadership, Project Warp Speed has been a tremendous success, my Administration and I developed a vaccine many years ahead of wildest expectations, and we are distributing these vaccines, and others soon coming, to millions of people.

As President, I have told Congress that I want far less wasteful spending and more money going to the American people in the form of $2,000 checks per adult and $600 per child.

As President, I am demanding many rescissions under the Impoundment Control Act of 1974. The Act provides that, “whenever the President determines that all or part of any budget authority will not be required to carry out the full objectives or scope of programs for which it is provided, or that such budget authority should be rescinded for the fiscal policy or other reasons (including termination of authorized projects or activities for which budget authority has been provided), the President shall transmit to both Houses of Congress a special message” describing the amount to be reserved, the relevant accounts, the reasons for the rescission, and the economic effects of the rescission. 2 U.S.C. § 683.

I will sign the Omnibus and Covid package with a strong message that makes clear to Congress that wasteful items need to be removed. I will send back to Congress a redlined version, item by item, accompanied by the formal rescission request to Congress insisting that those funds be removed from the bill.

I am signing this bill to restore unemployment benefits, stop evictions, provide rental assistance, add money for PPP, return our airline workers back to work, add substantially more money for vaccine distribution, and much more.

On Monday the House will vote to increase payments to individuals from $600 to $2,000. Therefore, a family of four would receive $5,200. Additionally, Congress has promised that Section 230, which so unfairly benefits Big Tech at the expense of the American people, will be reviewed and either be terminated or substantially reformed.

Likewise, the House and Senate have agreed to focus strongly on the very substantial voter fraud which took place in the November 3 Presidential election.

The Senate will start the process for a vote that increases checks to $2,000, repeals Section 230, and starts an investigation into voter fraud.

Big Tech must not get protections of Section 230!

Voter Fraud must be fixed!

Much more money is coming. I will never give up my fight for the American people!

So President Trump just invoked the Impoundment Control Act of 1974 while signing the COVID bill, allowing him to redline areas that must be addressed.

-This sends it back to Congress forcing them to 1) repeal 230, 2) cut out the wasteful spending, 3) add $2k.

This is a virtually unknown law and has taken Congress by surprise.

It also signals his intent to invoke *other* laws in the coming weeks.

PER FOX: The Senate will start the process that increases checks to $2k, repeals Section 230, starts an investigation into voter fraud, per President Trump’s redlines under the Impoundment Control Act of 1974 (which Nixon signed).

The Congressional Budget and Impoundment Control Act of 1974 is a United States federal law that governs the role of the Congress in the United States budget process.

Put simply, if the President wants to spend less money than Congress provided for a particular purpose, he or she must first secure a law providing Congressional approval to rescind the funding in question. The ICA requires that the President send a special message to Congress identifying the amount of the proposed rescission; the reasons for it; and the budgetary, economic, and programmatic effects of the rescission. Upon transmission of such a special message, the President may withhold certain funding in the affected accounts for up to 45 legislative session days. If a law approving the rescission is not enacted within the 45 days, any withheld funds must be made available for obligation.

Congress can ignore it and after 45 days the funds are released. And they have to be made available and ready before then anyway.

In this case, they won’t ignore it.

It’s a powerful tool here because normally congress would just sit on it and wait for the clock out for 45 days… Except in this case in 45 days there will be a completely new Congress. In effect, both major leaders will be out of power. So this really puts them under pressure and it was a wonderful move from President Trump and his America First agenda.

Well maybe things start happening before Jan 6. Could be Trump is inviting us to a "celebration" as opposed to a show of force. We shall see. But I'll be prepared for either.

I don't know much but what I do know is that if it was too late, Trump would not be calling us to show up on Jan 6. If the stolen election was a fait accompli, Trump would not bother having us show up on Jan 6. Just not in his character to have us come watch him lose. So he's got something up his sleeve.

That’s a really good list.

I would add that one of the biggest reasons our prayers are not answered is that they are never asked:

James 4:2b (NKJV)
Yet you do not have because you do not ask.

Amazing the extent some people will go to think that Trump signing that bill was good. I’m guessing you also think he will be in office in a few weeks too.

If you don't think he's going to be in office, then why are you attacking him? Biden and Congress would have passed the same bill in a few weeks. At least, Trump found a way to call attention to what a joke the bill is.

Trump was always going to lose the fight to stop the bill.

What he is doing now is ensuring that Deep States win is a Pyrrhic victory.

Washington was good at that, too.

Works for me.

He’s still here? Say what??

He’s president until January, of course he’s still here.

I pray that he is potus for another four years but none of your argument makes sense or is of useful substance

Too many hoo rah speeches lately when we should be preparing for what may happen in January.

A lot of talk is what i’m seeing.

Because it’s a bad bill. He said it’s a bad bill. He then signed the bad bill. Sorry but that doesn’t deserve praise.

Both the Dems and RINOs held a gun to his head by passing the bills at the last minute. They voted when eviction, payroll, employee, and unemployment protections were expiring. It was a dirty, low-down deep state trick.

I know everyone wanted him to take a bullet and veto, but in all honesty, the country would have suffered, not him. His only recourse is to do what he did, exposed the waste. No president can win against the entrenched deep state. Our government is a Monster! Only a revolution will solve the issue.

How many Christians go to prayer, then hours later look at porn or have lustful thoughts? Clean your heart and your mind.

Matthew 5:28

but I say to you that everyone who looks at a woman with lust for her has already committed adultery with her in his heart.

James 1:13-15

Let no one say when he is tempted, “I am being tempted by God”; for God cannot be tempted by evil, and He Himself does not tempt anyone. But each one is tempted when he is carried away and enticed by his own lust. Then when lust has conceived, it gives birth to sin; and when sin is accomplished, it brings forth death.

Romans 1:21-27

For even though they knew God, they did not honor Him as God or give thanks, but they became futile in their speculations, and their foolish heart was darkened. Professing to be wise, they became fools, and exchanged the glory of the incorruptible God for an image in the form of corruptible man and of birds and four-footed animals and crawling creatures.

1 Peter 4:3

For the time already past is sufficient for you to have carried out the desire of the Gentiles, having pursued a course of sensuality, lusts, drunkenness, carousing, drinking parties and abominable idolatries.

2 Peter 2:14-18

having eyes full of adultery that never cease from sin, enticing unstable souls, having a heart trained in greed, accursed children; forsaking the right way, they have gone astray, having followed the way of Balaam, the son of Beor, who loved the wages of unrighteousness; but he received a rebuke for his own transgression, for a mute donkey, speaking with a voice of a man, restrained the madness of the prophet

Galatians 5:16-21

But I say, walk by the Spirit, and you will not carry out the desire of the flesh. For the flesh sets its desire against the Spirit, and the Spirit against the flesh; for these are in opposition to one another, so that you may not do the things that you please. But if you are led by the Spirit, you are not under the Law

2 Timothy 2:22

Now flee from youthful lusts and pursue righteousness, faith, love and peace, with those who call on the Lord from a pure heart.

Titus 2:12

instructing us to deny ungodliness and worldly desires and to live sensibly, righteously and godly in the present age,

1 Peter 2:11

Beloved, I urge you as aliens and strangers to abstain from fleshly lusts which wage war against the soul.

A line-item veto can only be codified by Congress. FAT CHANCE! What do you think would happen every time a bill came up for signature!? By a Rat president?

One thing that would be very useful is for President Trump to find out and make public the authors who put those idiotic pork projects into the bill.

The only reason that congress-critters get away with it is that they’re NOT being spanked by voters for the crap they load up!

And I also asked President Trump to begin declassifying EVERYTHING those a$$hats in congress did, the more embarrassing the better!

Sorry, I don’t think it is an excuse. More like reality. And to your point, I don’t think he should have made the useless threat. Once reality set in, he did the most practical thing. But he truly was backed in a corner with a gun to his head. Financially I am fine, however, there are many millions on the razor edge of homelessness with the complete destruction of the American dream in their wake.

Your way of veto was a useless gesture too. A month from now we will have a demented, pliable President in office. Who will cave to a lot more damage.

The only difference is that it would have hurt millions for a short period of time. A stupid pyrrhic victory.

It is settled the American People are going to allow the Deep State to steal this election. We are not going out with a bang, but a whimper.
