President Trump Just Invoked The Impoundment Control Act Of 1974 While Signing The COVID Bill, Allowing Him To Redline Areas That Must Be Addressed – They Can Ignore It But In This Case They Won’t

President Donald Trump signed a $900 billion pandemic relief package Sunday evening

Read President Trump’s entire statement below:

As President of the United States, it is my responsibility to protect the people of our country from the economic devastation and hardship that was caused by the China Virus.

I understand that many small businesses have been forced to close as a result of harsh actions by Democrat-run states. Many people are back to work, but my job is not done until everyone is back to work.

Fortunately, as a result of my work with Congress in passing the CARES Act earlier this year, we avoided another Great Depression. Under my leadership, Project Warp Speed has been a tremendous success, my Administration and I developed a vaccine many years ahead of wildest expectations, and we are distributing these vaccines, and others soon coming, to millions of people.

As President, I have told Congress that I want far less wasteful spending and more money going to the American people in the form of $2,000 checks per adult and $600 per child.

As President, I am demanding many rescissions under the Impoundment Control Act of 1974. The Act provides that, “whenever the President determines that all or part of any budget authority will not be required to carry out the full objectives or scope of programs for which it is provided, or that such budget authority should be rescinded for the fiscal policy or other reasons (including termination of authorized projects or activities for which budget authority has been provided), the President shall transmit to both Houses of Congress a special message” describing the amount to be reserved, the relevant accounts, the reasons for the rescission, and the economic effects of the rescission. 2 U.S.C. § 683.

I will sign the Omnibus and Covid package with a strong message that makes clear to Congress that wasteful items need to be removed. I will send back to Congress a redlined version, item by item, accompanied by the formal rescission request to Congress insisting that those funds be removed from the bill.

I am signing this bill to restore unemployment benefits, stop evictions, provide rental assistance, add money for PPP, return our airline workers back to work, add substantially more money for vaccine distribution, and much more.

On Monday the House will vote to increase payments to individuals from $600 to $2,000. Therefore, a family of four would receive $5,200. Additionally, Congress has promised that Section 230, which so unfairly benefits Big Tech at the expense of the American people, will be reviewed and either be terminated or substantially reformed.

Likewise, the House and Senate have agreed to focus strongly on the very substantial voter fraud which took place in the November 3 Presidential election.

The Senate will start the process for a vote that increases checks to $2,000, repeals Section 230, and starts an investigation into voter fraud.

Big Tech must not get protections of Section 230!

Voter Fraud must be fixed!

Much more money is coming. I will never give up my fight for the American people!

So President Trump just invoked the Impoundment Control Act of 1974 while signing the COVID bill, allowing him to redline areas that must be addressed.

-This sends it back to Congress forcing them to 1) repeal 230, 2) cut out the wasteful spending, 3) add $2k.

This is a virtually unknown law and has taken Congress by surprise.

It also signals his intent to invoke *other* laws in the coming weeks.

PER FOX: The Senate will start the process that increases checks to $2k, repeals Section 230, starts an investigation into voter fraud, per President Trump’s redlines under the Impoundment Control Act of 1974 (which Nixon signed).

The Congressional Budget and Impoundment Control Act of 1974 is a United States federal law that governs the role of the Congress in the United States budget process.

Put simply, if the President wants to spend less money than Congress provided for a particular purpose, he or she must first secure a law providing Congressional approval to rescind the funding in question. The ICA requires that the President send a special message to Congress identifying the amount of the proposed rescission; the reasons for it; and the budgetary, economic, and programmatic effects of the rescission. Upon transmission of such a special message, the President may withhold certain funding in the affected accounts for up to 45 legislative session days. If a law approving the rescission is not enacted within the 45 days, any withheld funds must be made available for obligation.

Congress can ignore it and after 45 days the funds are released. And they have to be made available and ready before then anyway.

In this case, they won’t ignore it.

It’s a powerful tool here because normally congress would just sit on it and wait for the clock out for 45 days… Except in this case in 45 days there will be a completely new Congress. In effect, both major leaders will be out of power. So this really puts them under pressure and it was a wonderful move from President Trump and his America First agenda.

Under what basis does anyone think Mitch the Turtle won’t ignore Trump’s requests. He doesn’t agree with them. He was willing to override the veto.

Amazing the extent some people will go to think that Trump signing that bill was good. I’m guessing you also think he will be in office in a few weeks too.

It would really be nice if people would do the bare minimum in research before they just copy and paste the latest thing that came across their facebook alerts...

There is nothing that can compel the current Congress to act, and Pelosi certainly has no interest in doing do, she will still be Speaker in the 117th.

And you think Mitch is going to rise up and do anything?

No, and no.

I agree with you, brother.

I love how everyone doesn’t believe that when dealing with PDJT, they always expect something...

the democrats had him dead to rights in their eyes about the impeachment...still here

they had him dead to rights with the Mueller investigation...still here

they had him dead to rights in the Nov 3 election...regardless of the frauded outcome, still here and still President...

People say when it comes to trying to figure out someone on social medias, follow the follows, or develop trends...

What do President Trump, Lin Wood, and Sidney Powell all have in common? Ask a liberal or conservative, you may get a different answer...

...if you look at the theme for the past two weeks in those three, you see this theme “For the people, IN TRUST OF GOD, by the people, IN the GLORY of CHRIST”

Who exactly are you going to trust, sheeple? Quit trying to make sense of how Yeshua ties in to the anointed and duly-elected king/ruler/president of the country of the Eagle. Might I tell you to reference the passed Kim Clement and his direct prophetic message from 2006 until his passing about Trump. (Oh by the way, he said back in 2006 TWO TERMS...)

Just in case anyone wants to understand what the President CAN and Cannot do with regard to the Impoundment Act, here is a link to an explanation from the House:

The Impoundment act is actually a pretty weak law.

Trump can inform Congress of his rescission. He has to explain why he is against it. He also has to propose a new law to address those “failures.”

Congress has 45 days to address it.

If Congress does nothing after the 45 days, the money has to be “funded”.

Congress will not do anything to cut that spending.

While I applaud Trump’s use of the Act...it is an impotent effort that should have been used every year for the past four. If nothing else, it draws attention to the pork.

What SHOULD have been pushed is an amendment allowing for a “line item veto” that is available to most Governors. THAt would have given the Executive Branch some real “purse” power.

In effect, both major leaders will be out of power.

I'm pretty sure Pelosi will still be Speaker and McConnell will still be Majority Leader in 45 days.

Well looks like if we believers get our own house in order then our prayers will be heard AND answered - excerpt from another FR thread today...

“He that turneth away his ear from hearing the law, even his prayer shall be abomination” (Proverbs 28:9).
“He that turneth away his ear from hearing the law,” like the guy back up in verse 4 that forsakes the law: “They that forsake the law praise the wicked: but such as keep the law contend with them.”

“. . . even his prayer shall be abomination.” So many people pray their memorized, vain repetitions, which Jesus says, “the heathen do.” So many prayers are directed to the wrong mediator, for there is one mediator between God and man, and that MAN is Jesus Christ. Not his mothers, and not some saved who may or may not be a sinner saved by grace. It is true, some prayers can not penetrate the ceiling of your home, let alone the throne of grace. Today, we are going to look at some hindrances to prayer.

There about seven things that hinder prayer, and this is one of them. Sin, personal sin hinders prayer.

“If I regard iniquity in my heart, the Lord will not hear me” (Psalms 66:18).

Not only does sin hinder prayer, but also insincerity hinders prayer.

“From whence come wars and fightings among you? come they not hence, even of your lusts that war in your members? Ye lust, and have not: ye kill, and desire to have, and cannot obtain: ye fight and war, yet ye have not, because ye ask not. Ye ask, and receive not, because ye ask amiss, that ye may consume it upon your lusts” (James 4:1-3).

It says, you ask, and you don’t receive, because you ask amiss.

Giving God second best hinders your prayers:

“Ye offer polluted bread upon mine altar; and ye say, Wherein have we polluted thee? In that ye say, The table of the LORD is contemptible. And if ye offer the blind for sacrifice, is it not evil? and if ye offer the lame and sick, is it not evil? offer it now unto thy governor; will he be pleased with thee, or accept thy person? saith the LORD of hosts. And now, I pray you, beseech God that he will be gracious unto us: this hath been by your means: will he regard your persons? saith the LORD of hosts” (Malachi 1:7-9).

God said, “You give me second best, I won’t give you anything.”

The fourth thing that hinders prayer is faithlessness.

God said, “Let a man ask in faith” in James 1:6. You better ask believing, or you’ll get nothing.

Then, five, is selfishness and that’s right here in proverbs.

“Whoso stoppeth his ears at the cry of the poor, he also shall cry himself, but shall not be heard” (Proverbs 21:13).

A sixth reason for no answered prayer is marriage problems. When the wife and the husband are not getting along together, and not doing right by one another, then their prayers are hindered.

“Likewise, ye wives, be in subjection to your own husbands; that, if any obey not the word, they also may without the word be won by the conversation of the wives; While they behold your chaste conversation coupled with fear. Whose adorning let it not be that outward adorning of plaiting the hair, and of wearing of gold, or of putting on of apparel; But let it be the hidden man of the heart, in that which is not corruptible, even the ornament of a meek and quiet spirit, which is in the sight of God of great price. For after this manner in the old time the holy women also, who trusted in God, adorned themselves, being in subjection unto their own husbands: Even as Sara obeyed Abraham, calling him lord: whose daughters ye are, as long as ye do well, and are not afraid with any amazement. Likewise, ye husbands, dwell with them according to knowledge, giving honour unto the wife, as unto the weaker vessel, and as being heirs together of the grace of life; that your prayers be not hindered” (I Peter 3:1-7).

Seven, an unforgiving spirit. If you don’t forgive others, God will not forgive you:

“For if ye forgive men their trespasses, your heavenly Father will also forgive you: But if ye forgive not men their trespasses, neither will your Father forgive your trespasses” (Matthew 6:14-15).

These are seven reasons that people’s prayer life gets shattered. That’s how to kill your prayer life.

They’ll ignore it.

There is zero motivation or need for those people to do the right thing.
I mean, they signed it originally.

Good post. Ever since Trump first entered the presidential scene in June 2015, people here on Free Republic have had him "finished" literally hundreds of times. Yes, hundreds of times. From his early attacks on John McCain's POW record on up to the present, Trump has been confidently proclaimed "finished" hundreds of times by the weak sisters here.

Now these same folks are trying to convince us that, this time, Trump is finally beaten, that he is going to simply fade off into the sunset on January 20th to his golf resorts and never be heard from again.

Well if that was the plan, Trump would have conceded by now. He would not be asking his supporters to show up in Washington DC on January 6th just so they can stand around for hours in the cold to watch him officially lose!

I am not one of the "trust the plan" folks, but in this situation, Trump obviously has a plan and I plan to be there on Jan 6 to watch it play out.

In effect, both major leaders will be out of power.

It's clear the elections are all done via deal making.

Those who please the globalist masters are in the strongest position to remain in power.

We will never know if Pelosi was actually voted in all this time. As stupid and brainwashed as many Californians are, I'd wager no.

By January 6th, it will be too late.

The mob will not rule. And the mob will make steel the spines of those who might have had changeable minds.

The country stays or turns the day before.

The idea that Congress will feel bound by this is laughably naive. If they don’t just ignore it outright, they’ll find some B.S. excuse to do so.

It sounded to me like he got concessions from the congressional leaders before he signed it.

In exchange for signing it, they promised to
Vote on removing the pork that Trump outlines,
Vote on additional funding to bring it up to $2000 per person.
Investigate the fraud.
And repeal section 230.

Will they keep their promises? Who knows?

This was window dressing for President Trump’s decision to sign the law. Congress won’t change anything (the Dems already said they wouldn’t).
