In the President’s signing statement, accompanying his signature of the COVID aid/government funding plan, he points out he wants "far less wasteful spending and more money going to the American people in the form of $2,000 checks per adult and $600 per child."
Under the Budget Act of 1974, the President is required to submit a "budget request" to Congress in the winter. Many of the spending requests flagged by the President were consistent with his own budget request to Capitol Hill earlier this year.

Impoundment is the refusal by the president to spend funds that have been appropriated by Congress.
I think Trump is so much smarter than these people that he’s not going to let them win.
Trump is a deal maker. Accepting Barr AG was a deal he made to end the muller witch hunt. My guess is signing this thing is a deal to help stop prosecution by the lying deep state after he leaves office....

If trump had not signed it.... they would do it after Biden gets in. They will have both houses of congress and the presidency. We normal people have to plan accordingly for this outcome. We can see it coming with all of the continued fraud in Georgia and we have to be ready in all ways. Physically, emotionally, and financially.
