Not exactly.
In most places, the voting machines do not create the ballots, they count them. The ballots are pre-printed and the voter fills in (bubbles in) the voter’s choices on the pre-printed ballot. Some places use electronic voting, whereby the machine is a computer that registers the voter’s choice on a screen that the voter indicates by a touch-screen or a mouse, and sometimes that machine can then print the ballot either automatically or as an option, for the ballot to be used in a counting machine, or the electronic machine can go ahead and register the vote electronically by adding the vote to its totals on an internal jump driver or SSD (per the progammer’s instructions).
The voting machines count dark and light spaces (where the vote choices (bubbles) are blacked in by the voter). Each county in each state has different ballots, although usually for each state the statewide races are on the same area on the ballot. Nevertheless, the machine has to be told where on the ballot to look for dark vs light (where the bubbles are expected to be) and what each bubble on the ballot means! A programmer has to tell the scanner that (making up terms here, and in plain English) “the bubble area centered 5300 pixels down from the top and 1300 over from the left is to be scanned and, if dark, is to be counted as a vote for Trump AND the Trump Column is to be increased by a value of 1.000000 for that bubble.” The program also has to have the scanner check every single race for that county/precinct and do the same, and reject the ballot (and report that fact), instead of adding a 1 to either or both candidates if more than one bubble is filled in when only one should be (the so-called “overvote”). The program also has to reject the ballot and notify the poll-workers when no vote is recorded at all for any particular race (when no bubble is filled in for that race, the so-called “undervote”) so that the poll worker can ask the voter if that is indeed how the voter wants to submit the ballot (some voters do so as a protest vote), and likewise for an overvote, and then the pollworker can override the machine rejection and re-scan the ballot to accept the overvote or undervote. Obviously, for mail-in ballots, it’s already understood that that’s how the voter wants it, so the override is automatically accepted.
But, the machine can be programmed to IGNORE trump votes, or to give them only a value of 0.333333 rather than 1.00000 and FOR THE SAME VOTE credit Biden with 0.66667 rather than 0.00000. Or set to give overvotes or undervotes to Biden by 0.33333 or .666667 or 1.00000 or whatever the programmer wants. And re-scanning the ballots under the same setting will give the same results! ONLY if the programming is changed to honest counting, and we can show that, can we believe the machine count. And good luck getting the programming code analyzed from those machines, if they’ve not already been wiped and if you can find a judge to allow it and if you can find an in-the-know programmer that can decompile and check the programming.
You could do a sample hand-count on some ballots, using multiple people, for example for the provisional ballots or any particular contested county/precinct, because that number is doable (a few thousand to a few 10’s of thousands, if you have enough workers), but doing a hand count on 7 million or 140 million ballots just won’t work. And trying to get a hand count was rejected or disallowed in many places by those in charge who do not want the fraud revealed.
And if the ballots being counted, either by hand or machine, were fraudulently presented (likely trump voter ballots discarded and pre-printed biden vote ballots substituted—maybe the only race voted on being the presidency????), or if extra biden vote ballots are ADDED (state mails out 70,000 mail-in ballots and gets back 110,000, for example) and no one checks the registrations OR OBJECTS if the voter turnout is well above the expected or above other areas in the county/state/country, or if the counted ballots number is greater than the number of registered voters including those moving into the precinct, etc., then........hand count all you want, the paper trail is false, and you will still give the same fraudulent results.
Inadequate checking of voter signatures and registrations yes does add some fraud, and hand counts won’t change those counts, but the huge data dumps of ridiculous voter turnout ratios and areas voting unbelievably almost 100% for Biden, and vote totals that match the voter number but unrealistically go for Biden (indicating programming fraud), and fake mail-in ballots are the big big problem.

This is a good idea by Wood. It would work except for one problem; the Democrat Party no doubt already knows the vote totals by voting precinct. This will simply result in more days of delay to create the necessary totals.
