About the ability of BATFE to arbitrarily reclassify and ban guns: there is probably some legislation behind it, but it’s progressive legislation, meaning that it’s basically an outline that allows bureaucracies to do the actual rulemaking.
Take Obamacare: it gives the HHS secretary all sorts of powers to make rules. So Trump can infuriate those same progressives by making EOs to nullify some of those rules, presumably by ordering the HHS secretary to do just that.
Such has been the manner of most legislation since the Progressive Era began roughly 150 years ago.
