Nope. Summer full moons can't be seen from either pole. Winter full moons can be seen at both. Remember, June, July, August is Winter in Antarctica.
Oct 1 will have a “Harvest Moon” and Oct 31 will have a “Blue Moon”.

I’m guessing that the moon will be slightly gibbous in
GMT+8/+9 to GMT+12. (Probably full in those areas on Oct 30). In the rest of the world it will be full.

The Moon, of course, orbits the Earth, which in turn orbits the Sun. The peak of the Full Moon is when the Moon is opposite the Sun 180 degrees away. Therefore the Full Moon (and the other moon phases) occur at the same time, regardless of where you are located on Earth.
Despite all the creative Halloween full Moon pictures, a full Moon occurring on Halloween is not a common occurrence and only happens every 18 to 19 years.
