Cops used to work for the citizens in their communities, who were their employers. Now, cops are paid by federal grants, state grants, county grants, and by the traffic tickets the cops can hand out to the citizens of their communities. Now cops work for Big Brother.

Cops used to be part of their communities, now they are the enemy of their communities. I think prospective cops have become aware of this, and are looking for other ways to serve, really serve, their communities.
