I think what is happening is the House of Representatives wants themselves to be the President. Period.
The Clintons started this to get out of being prosecuted for Mena and Whitewater. After they got elected (remember they were a team?), Clinton replaced all the US attorneys in order to cover for the ones in Kansas City who were after him.
I think as long as you are a politician on foreign soil, you are now permitted to commit any crimes you want without repercussions.
YOUR side of the political aisle will defend and cover for you. And the other side of the political aisle won’t be able to investigate or ask for investigations into you.
So YES. Go to a corrupt country that won’t charge you themselves, engage in corruption, make a boatload of cash, and you should be good to go.
