Some Practical Questions about the Coronavirus Epidemic

Restrictions that allow a significant number of people to move about, either with official approval or unsanctioned “black market” activity, cannot stop the spread of contagious diseases.

Like everyone else, I’ve been reading the mainstream media reports on the Coronavirus epidemic. I haven’t found any information about the practicalities that immediately occur to me, such as:

1. When public transportation is halted and commerce grinds to a halt as people avoid public places and gatherings, thousands of employees no longer go to work. Who pays their wages while the city is locked down? The employers? Then who compensates the employers, since their income has also gone to zero?

Does China have a universal unemployment insurance system that can quickly issue payments to all people who are no longer going to work and getting a paycheck from an employer?

What about the thousands of migrant workers who don’t have regular employers? Who pays them? If they’re technically not officially sanctioned residents of the city, they don’t exist in government records.

2. If people idled by the lockdown are supposed to live off savings, what about all the marginal workers with few resources? What are they going to live on once their meager savings are gone?

3. Given the choice of obeying the lockdown rules and starving or slipping out of the city to find paid work somewhere else, how many migrant workers will choose to slip away?

I’ve read that many people in the quarantined area have great difficulties actually getting seen in the overwhelmed local hospitals. I’m thinking that many of these sick and desperate people will be “smuggled” out of the quarantined area (by a loved one or corrupt local official) to less overwhelmed areas where the hospitals would be better able to actually see and treat them. Of course these desperate actions by afflicted individuals will also expose more non-quarantined people to the virus. Not good!

In China, EVERYONE has what is called a “city card”. This identifies your town of residence, and it must be on your person.

If you get out of your town and try for medical services, you must have a personal authorizing your location.

Even to buy a bus or taxi fare, you must show your city card there.

This could lead to unrest in China - the young kids have tasted ‘open internet,’ and they want freedom. The boomers grew up under ‘the regime’ but have seen a nation, that 60 years ago had millions dying by starvation, to now be one of the most prosperous in the world. Once 80% lived in severe poverty, that number is now under 10, in just 40 years.

I do think this may be a ‘black swan’ even - but other blogs are saying it’s just another flu - we need to see what the final death toll is in 24+ months.

There was a news reporter saying it is estimated that 5 million of the people in Wuhan had fled the city before the quarantine!

I’m guessing (if true) they would rather take their chances with some bureaucrat than whatever virus and other hardships await those on lockdown.

Many people in China go to work in the big cities like Wuhan, and return to their hometown frequently- especially for Spring Festival (New Years). Beijing, Shanghai, Shenzhen, Guangzhou empty out for the holiday as workers go home.

Those workers have hometown city cards, and work papers to be in the big cities, so they can easily leave places like Wuhan.

But tomorrow, with the holiday over, the factories will have no workers. The Chinese economy starts to tank in a few hours.

Expect Corona cerveza for same month sales in China to be significantly down.

Market forecast a continued decline in China market share.

Distributors are warned of decrease bonuses or none for fiscal year 2020.

Expect a heavy marketing campaign prior to the fake Mexican May 5th holiday to push sales.

Per income, what exactly is “income” in a communist country anyway?
