The reason is simple, he is not an idiot.
Trump said the Democrats are lousy politicians, and he’s right.
Instead of showing some willingness to deal with him, and get something done for this country, to take advantage of the economy etc.
These doobs want to fight Trump.
No doubt, when Trump declares that the infrastructure will be financed by selling of public lands, bonds, private investment, but no taxes... Asshat Pelosi and Company will balk.
Barr agrees to testify then fatso, changes the rules. The old bait and switch routine.
Barr’s refusal to appear before the committee is bound to be disappointing to the democrat snakes, who will not have an opportunity to lie, twist, misrepresent, accuse, ambush, attack, smear, and be their normal obnoxious selves, all on nationwide television.
Simply because Nadler is a jerk.
The Dem questioning was such a farce. They went crazy over the Mueller letter...the letter which Mueller should have never sent....since it was WHOLLY directed at the media messages put out.
Yesterday’s dose of Hirono, Kamala Harris, and Blumenthal should have removed any lingering doubts Barr might have had about appearing before the Nadler circus act.
Nadler made an unfortunate choice-——he wont let constituents see their elected reps do their own talking.
That reinforces in the electorate’s mind that they sent a bunch of morons to the Congress.
We really owe Trump, and now William Barr, a debt of gratitude for taking the deep state on like they are.
Very few could do it and hold up under their ridiculous attacks in such a worthy fashion.

Because Barr is th AG and is not required to answer to House staffers. The fact that Democratic House members are unable to articulate questions should tell their constituents they probably didn’t choose well.
