When Alexander Hamilton penned the 85th Federalist, Concluding Remarks, in August 1788, eleven states had ratified the Constitution. While there was no practical need to continue his exhaustive writing pace, Hamilton nonetheless summarized in this last Federalist the expected benefits of Constitutional government. Most importantly, the Constitution corrected the major defects of the Articles of Confederation and would restore unity to a rapidly dissolving Union. Having witnessed the threat of individual states allying with European monarchies such as Spain or re-allying with Great Britain, our Framers wisely determined that only a collection of republics were suitable members under the new Constitution.1 Article I § 9 prohibited the new government from granting titles of nobility, and Article IV § 4 Clause 1 guaranteed, to the people, the republican state governing forms of their choice.
The United States shall guarantee to every State in this Union a Republican Form of Government, and shall protect each of them against Invasion; and on Application of the Legislature, or of the Executive (when the Legislature cannot be convened), against domestic Violence.
A few months earlier, in January of 1788, when ratification was precarious, James Madison elaborated in The Federalist #43 the protections of the Guarantee Clause. First, it protected the people from non-republican government. It is in the interest of all states to harmonize, to share similar approaches to shared concerns. To this end, fellow states have the authority to insist on republican forms, meaning a foundation built on the consent of the governed and not one of hereditary nobility or despotism.
Looking closely at the clause, Anti-Federalists suspected it was a slick pretense for the new government to meddle with the various forms of existing state governments. Could the new government dictate the structure of republican state government?

The Constitution guarantees the right of each state to form a republican form of government, but California has proven that an individual state can choose single party rule and the “joys” of socialism if it chooses.
I do not like the idea of an article V convention of states. This is an invitation to a catastrophic constitution by committee. The constitution is just fine the way it is. It’s the politicians and judiciary that refuse to enforce it that’s the problem.

A republican form of government is one where we elect someone to represent our views at the big table in D.C. Those who are not yet born cannot elect anyone to represent their views on anything. Spending THEIR money as we are currently doing denies THEM this guaranteed republican form of government. Any of today’s politicians who can claim to be representing the interest of those who are not even here yet is full of crap. It is impossible. Take that argument to a courtroom and see how far it goes. What this really means is that the Fourth Amendment, Article Four clause of the Constitution is actually an impediment to the Government creating public debt. They have ignored it and trampled on the guarantee provided in the clause.
Gunning Bedford, former Delaware Attorney General, and state senator, threatened the Federal Convention of 1787 if small states were not granted equal suffrage in the US Senate.
He blurted out, "The little States are willing to observe their engagements, but will meet the large ones on no ground but that of the Confederation. We have been told with a dictatorial air that this is the last moment for a fair trial in favor of a good Governmt. It will be the last indeed if the propositions reported from the Committee go forth to the people. He was under no apprehensions."
"The Large States dare not dissolve the Confederation. If they do the small ones will find some foreign ally of more honor and good faith, who will take them by the hand and do them justice."
He regained control of himself and said, "he did not mean by this to intimidate or alarm." But the meaning was clear.
Interesting. Excessive debt is indeed another form of bondage, which aint’ republican.
