I've enjoyed the "RED" film series. A bit lighter than some action flicks, but entertaining.
Also, "First Blood" probably belongs on the list. The sequels are debatable.

If you want action but no real substance I suggest COMMANDO CODY AND THE RADAR MEN FROM THE MOON, or THE PERILS OF NOYOKA. It is from these movie serials came the idea for Indiana Jones and so forth.
In good action movies, I still prefer movies like GUNS OF NAVARONE and other such movies. They at least have some plot that holds the movies together.
