Comey is defined as a dirty cop.
Those “small people” are his employers, and any public servant who ever forgets that deserves a boot up the ass. One suspects that Comey wasn’t referring primarily to physical stature, but to stature conferred by occupying a position of public trust to which he is signally unworthy. There’s no real way to put a positive spin on that sort of comment. Large crooks are large people, to be sure, but they’re still crooks.
