Must be a requirement learned by the elites.
Remember one of BO’Bs hench-women... sorry, no name or title pops into mind....but she came out shortly after his first election to tell us how the cow should eat the cabbage. Her tongue danced in and out as well. So much so she was deemed to be in the lizard family. All of us commented on the fact she was just a bit strange.

I wouldn’t doubt if he’s doing some blow. I always said if there was a constitutional requirement that all members of Congress must submit to random drug testing - like EVERYBODY ELSE has to do - Democraps would blow up the test tubes especially Nancy Pelosi. If that woman is clean I’m Santa Claus.

I would ax Mrs. Sooner about it but she's not here right now.
I believe the term is called "Tardive dementia" or "Tardive syndrome" or some such thing that has the word "Tardive" in it.
I think the professionals construe it as a symptom of an underlying, or emerging dementia.
But I don't know for sure, I'm only married to someone who would know, and she's not here right now.
I'm sure someone else can help out.

I think a whole lot of that wasn’t his call if you take a look at his tone when he talked about different issues some big disparities came out. He tried to keep from rolling his eyes during a lot of that (it looks like) and ended up sticking out his tongue instead (I guess).
The whole speech felt like it was being delivered by a guy who was cognizant that any credibility he had left was crashing all around him.
