Here is my theory.
Comey has millions in ill gotten gains from Billary.
So he put people he has the goods on to investigate Billary.
Meanwhile all these other investigations going on.
Without him noticing someone WHO HAS THE GOODS ON COMEY got put in charge of the Wiener investigation.
Oh, crap! He has to go public with it.
It is obvious that this is NOT due to serious evidence, or threats to national security because by just setting up the server to obstruct justice that bar was already met.
Of course we have been hearing about the mutiny in the FBI, so that put more pressue on Comey as well. This is likely worse that we’ve heard. The problem is that Comey cannot fire anyone, as they will go to the press.
I think it's got to be that really bad stuff IS going to be made public...maybe even video...and the Obama administration had to get out front before the whole world, including low information voters, saw that they had been lying through their teeth.
It almost sounded to me like what they have on her is so bad he needed to get it out before the election, a heads up that she’s a mafia-style crook.
Anyway one cuts this, it’s hard to find a cut that benefits Clinton at this late date. And it’s way too late for Obama to want someone else.

Interesting theory. And it might well be true.
I’ve suspected that some of Clinton’s emails implicate Obama in her schemes and Barky wants to keep them from the light of day.

I think it might even be simpler than all that. I’ll bet the Abedin/Weiner breakup is NOT amicable. Weiner noticed some “great stuff” and shoveled it in the direction of the authorities. Weiner stuck it to them.
So, he reignites the investigation, and if TRUMP wins, proceeds with full steam, gathering accolades for being untouchable..
If the grifter wins, he pulls the flush lever, keeps his job and monies, wins both ways.
Comey is #2.
But at the same time, I can't think of a single reason that they'd want to hurt her chances. Some people are saying that Obama is implicated somehow, and they're throwing Clinton under the bus in order to save him, but wouldn't his best defense be to see her elected? How on earth would it help him to have Trump at the helm government, controlling the FBI and DOJ? Another theory is that they're sure Clinton is going to lose and Comey is kicking CYA-mode into high gear already, but considering how tight this election will probably be, with the fraud and everything else, this seems awfully premature.
Will Comey come out in 5 days and say, "Well, we looked into it and it was nothing. Looks like Clinton is double-dog cleared of any wrong-doing, have a nice election, folks."...? If so, why bother with this entire stunt at all? I just can't figure out why this is happening, but considering the source, the intention behind this can't be for the good.

I suspect an internal revolt at the FBI. Career agents did not like being made to look like bought-off Clinton stooges like Comey.
