The USA needs a million more graduates with 200k in debt and an Art Appreciation, Sociology or Minority Studies degree.

If not for robots avoiding the raised minimum wage by replacing wage earners, these people almost could have qualified for order-taking jobs at McDonalds.

No it means more college grads who are low paid.
And in debt.

having a higher proportion of more highly educated individuals in a metropolitan area is not necessarily associated with higher pay for those without a college degree.

Why should it? In fact it might mean lower pay for those without a college degree because many jobs usually associated with non-degreed people would be filled with those with a college degree.
