The study is worthless as degrees do not create/equate to jobs. Economics, government regs, taxes, corporate tax rates, subchapter S/individual tax rates, federal, state, and local tax rates, workers compensation, interest rates and yes even trade agreements determine whether jobs are available and where. The study is a damn joke based on the initial premise unless it involves much more then the first paragraph or so. Often skilled labor like plumbing heating and cooling pays more then those with degrees.
