Several government agencies were tasked to help people like the Dept. of Agriculture helped farmers. The small business administration helped create small business. The dept. of commerce, FAA, USDA... were supposed to help people. Social Security was supposed to be private and help the subscribers. Now everything belongs to the pirates in congress.

Actually, (American) Ham Radio operators invented it. In actual fact, the private sector invented it. The funding may have come from contracts, but often the development was done on spec in hopes of getting a government contract that the companies doing the research and development simply did not get. Many of these development's Pelosi claims, especially the later development's that allowed for low energy uses that resulted in the iPhone came from the companies themselves and the competition from other cell phone companies. Pelosi is an idiot who has no clue about economics.
