According to international law, no one can claim any land outside of Earth as property, so that would lead me to believe the answer to be no. (I’m sorry, but am I the only one who finds offense at such hubris as to declare all of space to be for the use of all mankind?)

It would surpass the old battle cry "nuke from orbit", because it would be nuking from a different orbit!

On the other hand, if such a colony actually existed, it would be hugely dependent on Earth support systems. That means, no nuking at all!

Or, if nuking is necessary, it must be delegated to earth-bound agents.
