This is the propaganda going around and that many many fall for. It reminds me of the Bund in WWII.
It seems to be coordinated via CAIR, or at least it presents CAIR an authorized representative.
This is quite insidious as it is based on lies, character assassination, and pure distortions of reality.
It is, though, quite explicit in calling its target audience "non-Muslim allies" rather than fellow Americans or some such.
Note also the recommendations are things that are happening in terms of public school indoctrination under guises or studying history or geography.
We need to chase and harass these people out of the country. Seriously.

I think whomever wrote this at CAIR: “somewhere where cops don’t carry guns and hate speech isn’t allowed on network television” did it because he knows it will jerk liberal heartstrings and they laugh and laugh about it.

Dear Miss perfect-in-every-way Muslim prom queen. We know that you are highly civilized people who would never think of harming a fellow human being or even lying about it. We know that those occasional hiccups of mass murder, beheadings, driving people out of their homes, taking women prisoner and raping them, crucifying people who are naughty by believing the wrong things and of course the ever popular bombings are things that happen in every culture. So who is anyone to judge our dear Muslim friends.
I am sure that when you are together among other Muslims you express your shock at the attacks visited on Christians, Jews, Hindus, Buddhists and other religious minorities in Muslim countries. I am also sure that you are generous with donations to non Muslims who are victims of religious victimization.
We are so lucky to have you among us shining the light of truth on us, leading the way and saving us from our heathenish ways. What would we do without Muslims like you?
