The short-term stop-gap answer is a robust missile defense, which the Democrats deride as “star wars” or “provocative escalation”.
And of course the Republican majority yields to the opposition, funding more massive welfare spending (or spending for the resettlement of illegals) over the priority of national defense.
All the more reason 2016 is not going to be the year of the establishment politician.

Having a perfect anti-missile system would do as much to stop an Iranian nuclear attack as a total ban on "assault weapons" would stop mass killings.
They could put a nuke in a Bertram yacht and drive it up the Hudson.
Jihadis could drive a dump truck through a parade.
Weapons and delivery systems do not kill people. People kill people. You stop the trigger puller, not catch the round coming your way.
Question a number of Suni & Shia imams as to what would definitely prevent a Muslim from entering Paradise. Take those parameters and weaponize them. The jihadist do not fear death as they believe that death in Jihad is to one sure way to enter Paradise.
Remove that "guarantee" and replace it with a guaranteed trip to Hell. Perhaps they will "reconsider" being a jihadist...
