He is not against the idea of police. He is against police that cannot be placed under his direct control. It is tiresome to have the Department of [racial]Justice go back after every riot and lie about investigations, civil rights patterns, and all that. Just cut out the middle man and put them all under his control and then he can control the horizontal; he can control the vertical.
Corrected. Law abiding blacks have absolutely no issue with the police whatsoever. Why? Because they don't break the law.
