Perhaps O’Venal is confusing the ‘Monroe Doctrine’ with ‘Manifest Destiny’. Remember that many who smoke gaggers, or choom, as O’V calls it, have limited attention spans and difficulty focusing, during school.
As a Canadian, ‘Manifest Destiny’ is pure evil; the ‘Monroe Doctrine’, as applied to communism, is perfectly welcome.
When things happen and you don't see a foreign power visibly involved, you can't rightly invoke the Monroe Doctrine.
It's not supposed to be a warrant for unlimited US meddling in Latin America (though it's often served as such).
In any case, with China getting involved in our hemisphere it won't be long before the doctrine becomes relevant again in a big way.
If he feels like that then he should have kept out of Israel’s election.

I think it is safe to say Obama is a Communist. His parents and his grandparents were communists, as well as his mentor, Frank Marshal Davis.
Jeb Bush would make a good ambassador to either Cuba or Venezuela--or if they were willing, Jeb could take one and Colomba could take the other. They could play good cop to Cruz's bad cop as the Monroe Doctrine becomes reinstated.

He has not formally acknowledged he is a communist. His deeds indicate communist views but deeds alone are ambiguous; i.e. his actions could be solely based upon stupidity; resentment for previous white leadership of our nation etc.
