Finally, we need to recognize that the situation in Ferguson speaks to broader challenges that we still face as a nation. The fact is, in too many parts of this country, a deep distrust exists between law enforcement and communities of color. Some of this is the result of the legacy of racial discrimination in this country. And this is tragic, because nobody needs good policing more than poor communities with higher crime rates. The good news is we know there are things we can do to help. And I’ve instructed Attorney General Holder to work with cities across the country to help build better relations between communities and law enforcement.

It means working to train officials so that law enforcement conducts itself in a way that is fair to everybody. It means enlisting the community actively on what should be everybody’s goal, and that is to prevent crime.

Would it have kept the 18 yr old man from reaching into the cop car and attacking the officer inside?
Would it have kept the black people from rioting?
Would it have kept the black people from setting fires?

How about instead asking would it kill the parents of black children to teach their children some morals and work ethics?

As i recall, a few years ago LA, feeling a need to be more racially diversified, tried to hire more black officers. The [roblem wa the dearth of qualified applicants so the standards were ignored and essentially all black applicants were hired. The result was a force with ex felons and current felons acting feloniously. DC has had the same experience.

This is completely true, I live in one of those communities and there is little crime. I live in a community that is white and we have white police officers. But it isn't the race of the police officers that make the difference, and that is what Obama is proposing. My community, and the police officers that I have had an opportunity meet, are well educated, articulate, caring, level-headed and believe in the rule of law. Obama has a fundamental problem with the rule of law and it begins the the US Constitution. Obama is not well educated. He is indoctrinated. Obama is not articulate. He is a bumbling fool when he doesn't have a teleprompter. Obama is not caring. He could care less about the destruction he has brought on America. The problem isn't the race of police officers, it is the culture of the community.
Detroit is better than 80% black and controlled by a primarily black city government but the police department is only 60% black.
Blacks don’t go into law enforcement much.
That being said, people, of whatever faith, culture or background, including the 12% black population (most with some white in them), have to WANT to be in law enforcement.
Even if black people, men and women, WANTED to be in law enforcement, HOW MUCH peer pressure might they feel from their own communities to NOT enter law enforcement? Those wanna-be-cops folks HAVE to live in their community...
It's easier in other communities...perhaps, where there was a tradition of their men being cops.

As I have read over the months since August, a prime difficulty in this area is the legacy of small cities trying to be self-governing and self-supporting within the urbanized St Louis metropolitan area. Ferguson suffers from a degree of white-flight and the subsequent tax-base reduction which, in turn, engenders seeking other revenue streams. Meanwhile, the minority population, lacking the means to move, suffering from area-wide under-employment and depressed housing prices are already under pressure.
The current government structure, including police force, remains legacy white. Given its small geographic area, a prime revenue source is revenue from policing - tickets, jaywalking, code violations and the like. Since the minority population are the ones getting caught, resentment toward the police ratchet up correspondingly. Since the police answer to their superiors in the local government, their attitudes appear to be less than sympathetic towards the populace.
If this is an accurate account (seeing this only from the reports as I am not a resident of the area), then this was a powder keg and the lit fuze exploded, not just from the shooting death but also from the mistreatment of the death scene with the body in the open for several hours.
Permanent fixes will be difficult but will probably require government consolidation to broaden the tax base and reduce ‘hostile’ policing. It won’t be easy and it won’t be pretty.
End all means tested Federal benefits programs.
Let necessity force the criminals to find jobs.
People with jobs have little time to protest, or punch police officers in the face.
A person is a person is a person. Ferguson doesn’t need more black cops. Ferguson needs more cops, period. (And less racist agitators/Obama/holder/sharpton/communists/islamoNazi scum stirring up racism and racial hatred. )
