Missouri Governor Jay Nixon has just declared a State of Emergency in the state, specifically citing unrest in Ferguson.
The order begins:
"WHEREAS, the City of Ferguson and the St. Louis region have experienced periods of unrest over the past three months; andThe governor then specifically states that the people of Missouri may be in danger: "WHEREAS, our citizens and businesses must be protected from violence and damage."WHEREAS, the United States Department of Justice and St. Louis County authorities are conducting separate criminal investigations into the facts surrounding the death of Michael Brown; and
WHEREAS, the United States Department of Justice and St. Louis County authorities could soon announce the findings of their independent criminal investigations"
Finally, Governor Nixon declares a State of Emergency:
NOW, THEREFORE, I, JEREMIAH W. (JAY) NIXON, GOVERNOR OF THE STATE OF MISSOURI, by virtue of the authority vested in me by the Constitution and Laws of the State of Missouri, including Sections 44.010 through 44.130, RSMo, do hereby declare a State of Emergency exists in the State of Missouri.I further direct the Missouri State Highway Patrol together with the St. Louis County Police Department and the St. Louis Metropolitan Police Department to operate as a Unified Command to protect civil rights and ensure public safety in the City of Ferguson and the St. Louis region.

Does this mean the Governor knows the decision is ‘no charges’, and that it’s about to be announced?
I'm pretty sure they gave him a head's up so he could prepare.

The lead protestors met with Obama the day AFTER the election, and Al Sharpton told the NYT that Obama told the protestors to “STAY THE COURSE”!!! THUG....RABBLE ROUSER is what we have for a President!!
Sad that an entire racial component of our society thinks being ignorant, uneducated, and savage is appropriate.

I think this would be a wonderful opportunity to pause for a moment and give thanks for the many great contributions of the Black community and their culture to our society. Their peaceful and generous nature makes them ideal neighbors, lending testimony to their exceptional family values and parenting skills unrivaled by any other culture.Their commitment to academic excellence enriches our schools and serves as an example to all who hope to achieve prominence as a people. Real Estate values are fueled by the influx of African Americans into an area due to their caring and respectful nurturing of these communities, an example of all they have achieved by their enthusiasm for self-improvement through hard work and a self-reliant can-do nature. Without their industrious and creative drive, we would be poorer as a nation.

Note the reference to a pending announcement by the United States Department of Justice.
Obviously, USJD have sought evidence for civil rights charges. They are not facing a time constraint. So why would they be announcing something now? Why not hold back the federal announcement, to give some part of the mob a justification to wait before rioting? Unless maximizing the rioting is the plan...
