If he was a veteran, he deserves our compassion.

This is some sort of extreme PTSD (or some other ailment).

“The atmosphere is collapsing” could very well mean he could not breathe due to one or more ailments resulting from his service. Combined with some psychosis (or maybe just drinking/drugs), who knows?
