The only additional detail that I would even see as a possibility is during the background check the applicant should also be checked to see if He/She is currently on or recently on any psychiatric medications. But this would entailing tying medical and prescription information to the background check, which I do not support either.

It seems that a lot of the mass shootings where perpetrated by persons who are in some fashion mentally ill. I did witness what happened to my son when the school forced Ritalin to be taken by him.
