No, Mittens won’t balance the budget. His big idea is to pay for tax cuts by “closing loopholes” in things like deductions for state property taxes. His “reforms” are just surface level that don’t tackle the real money black holes, such as social security, medicare, medicaid, etc. He is also vowing to increase defense spending, which I am not opposed to, but there is no math in any of his plans which even match what he is promising to do. He gives little specifics, and his promises ring hollow.
A Ron Paul could do it. A Herman Cain could do it. A Newt Gingrich could do it. Mitt Romney? Definitely not.
It is constitutionally impossible for the President alone to balance the federal budget. Since FDR our Presidents have been assigned more and more authoritarian qualities to the point that I fear most people think the President can legally snap his fingers, sign an executive order and do anything he wishes.

He certainly will not decrease the size of government, he will certainly, given his established record, increase the size of government.
