We weren’t even allowed to wear shorts to school back in the olden days of the 1980s.
Does not look slutty to me but those short shorts are inappropriate for school. That is normal dress for most girls.
Honestly, they don’t look any different than the teens I see out during the summer here. That said, not appropriate for school, and the shorts could definitely come down longer. I went to a Catholic school and wore an uniform, and I think that’s the best thing. It’s much easier.

I went to high school in the late 1970s. Girls wore short skirts and hot pants to school. Never a complaint by me.
There isn’t 2 cents worth of difference between the dress of the 2 girls in the photo posted and the girls wearing hot pants on my HS campus.
I don’t get it. They look like normal girls in normal clothes. Not what I was expecting at all.
