It will have a no severance clause which means if a court tries to block the pipeline part of the bill related to enviromental issues the whole bill goes kaput!

The only problem with your article, is the total number of jobs affected are more like 200,000 - the 25,000 are direct hires, not counting the halo effect of support, supply and so on.
Then there are the beneficial effects of potentially cheaper oil, less dependence on the Middle East, and better NA oil supply for our military...
