The episode was Star Trek: The Next Generation-Unnatural Selection. That should narrow it down.

The episode is called Unnatural Selection. The reason the doctor needs the strand of hair is because she is infected with a virus that causes rapid (as in hours) aging, followed by death. Data and LaForge use the DNA in the hair follicle to filter the doctor’s DNA from the virus.
It’s from Season two, and the doctor is Pulaski.

Carried through to its logical conclusion, the doctor figured out how to use the transporter to cure pretty much anything and everything, and then conveniently forgot about it.
