What is interesting, aside from the redacted portions of the file, is the handwritten note to verify the citizenship and residency of SAD’s minor child and amazingly in the packet is a nice, crisp sheet proclaiming Obama’s b-day and birth in Hawaii. No information is provided on how that information was gathered and his status determined.
The one piece of paperwork that would provide identifying information for Obama has been removed - SAD’s divorce decree (surprise/surprise) and what I found remarkable in its absence is that nowhere is Obama mentioned by name. SAD references her son, Lolo never mentions him and from what can be made out, the Government had nothing with his name.
The argument was being made that if Lolo was forced to leave the US, SAD would follow him to Indonesia which would place her at risk for various reasons.
Does it make sense that the dangers a 5-yr old child would face would be of more importance and yet none of the players involved mention him as anything but an afterthought?
To me, this explains a lot.

Yes, the cover sheet from the divorce is in the file - what is missing is the second sheet which lists children (Obama’s sister)
The decree has been released for a while and the same information is always redacted though it makes mention of a minor child in need of support (his step-sister) and an adult child of the marriage, not in need of support.

It lists 1 minor child and 1 child over the age of 18. This is what has always lead to the speculation that Lolo adopted obama, since he would not have been responsible for support of a “child” that was not legally his.
Compare memo to file page 2 and page 46 46 is unsigned and not enough room between typwritten name and end of memo to sign. Govt employees normally to sign at the end of the memo so no additional can be added by others, why typwritten but not signed name of author? The earliest SAD document in the State Department Release shows an application for renewal dated August 13, 1968 for a passport issued on July 18, 1965, thus the 1965 passport should have been an original, maybe her first maybe not unknown without further information.
