In the healthcare debate during the last few months, the issue of creating a small armed force under the control of the President seems to have escaped notice. The legislation that creates this para-military force purports to pre-empt the authority of State governors to control their own National Guard, absent war, which the Constitution does not authorize.

This is NOT an armed force. This is an adjunct to the United States Public Health Service Commissioned Corps. The Surgeon General is in charge of it.

There isn't any language about conscription now, but Obama's planning it, just like he's planning on replacing all the Corps's medical, nursing, and allied health personnel with paramilitary goon squads. We know this is true because *mumble* *mumble* *cough* brownshirts goose-stepping down Main Street!
What evidence is there of this being a "para-military force"? Use of the term "corps" is not indicative (a la "Peace Corps").
Methinks most of the hysteria over this section is by people who want to find evidence of "the Obama's private army" so they can fear it.
IIRC, they also pioneered the .357 Maximum round which had a brief run of popularity on the handgun silhouette circuit, but for some reason, I don't think they ever caught on with the law enforcement or outdoor markets. Their debut was a little untimely as they came out about the very same time most LE agencies started gravitating towards semi's and I think that may have contributed to their demise.
See #32 above. “Ready reserve corps” is a long-established bunch of doctors coordinated for disaster relief.
There’s plenty of actual problems to worry about without inventing boogeymen based on individual words imputed with evil.

How shall the Public Health Service coprs be “beefed up” to increase the size of this army subject to “involuntary recall”? Conscription, well....not in so many words (yet), but.... Perhaps federal service will be a required commitment by every US medical student that acquires a student loan- which are now taken over by the US Government?
