According to the report, Secretary Gates sent a memo to General David Patraeus on February 17 informing the commander of the name change.
In reporting this news, however, the Washington Examiner wondered if there would be some sort of official proclamation by the Obama Administration that we had won.

Liberals rename everything to shift negative attention to a new term that will take years for conservatives to besmirch again.

Operation New Dawn? Sounds like it was named after a brand of soap.
I was expecting more along the lines of "Operation Crusader Occupation."

In reporting this news, however, the Washington Examiner wondered if there would be some sort of official proclamation by the Obama Administration that we had won. "We"? What "we"? 0bama and Biden voted against the thing every chance they got. They dragged Bush's name through the mud every chance they got. They did everything they could to prevent a positive outcome because it was inconvenient for their party and to hell with their country. There isn't any "we" here that includes them.
