I think Shatner's asking Rush these things because he really wants answers. He's not pretending he has the answers to everything either. From his song "Real":

Shatner was asking about health care, but it looks like he was asking in a more general way -- "How do you know?" How are you so certain about things?

It's pretty clear that they disagree about Obama's health proposals, but Shatner's main interest was finding out what makes Rush tick. At least that's my take on it.
