They haven't even got to the point where cops will be checking people for their “proof of health care cards” and ticketing / arresting those with out their proper documents. Just as they do drivers without their license or proof of insurance.

Washington is happening. Specifically, the Senate is happening. And the Senate is a truly ridiculous holdover from an 18th century compromise that has only grown increasingly broken with time. It worked pretty well until someone decided that "power to the people" made direct election necessary and they just became another bunch of pandering hucksters.
