US to intercept North Korean ships
In a move certain to compound tensions in the region, South Korea said it would join a U.S.-led initiative to intercept ships suspected of carrying weapons of mass destruction, something Pyongyang has warned it would consider a declaration of war.

Dangerous, yes, but you also have to remember, in a contextual sense here, DPRK "declare war" 戦争宣布 about every fourth or fifth day and have been doing so for 50 years.
They broadcast this crap and these threats--sometimes with the boldest of language--incessantly on Pyongyang Radio/TV and in the Rodong Shimun party paper.
Granted, the PSI initiative joining by South Korea will upset them to no end. Actually DPRK troop movements will be what is important.
Japanese would call this yammering 瀬戸際外交 (or "brinksmanship").
Folks who know how to deal with Asia are not particularly rattled; on the other hand, I would urge Japan behind the scenes to really move forward quickly re: "what it has to do" to put down this yapping, rabid dog, to the extent they can do so without relying on Obama.
