Of course *we* don’t poison our enemies. That’s something that they’re perfectly capable of doing to themselves.
The reason why poison is a strategy that cuts both ways is that poison is a rather indescriminate weapon. They can’t very well deploy poison against us without running the risk of poisoning themselves at the same time.

If I had to guess, I’d conclude that they must be getting desperate if they are thinking about poison. It just isn’t easy to poison large numbers of people without running a significant risk of doing one’s self in.
Take the water supply, for example: it would probably be the most efficient way to carry poison to large quantities of people.
Even if the Bad Men could gain access to the water supply of a major city, what then? It would take a significant amount of highly toxic poison to contaminate the water supply to the point where it would be in sufficient concentrations to kill someone.
In most cities, water supplies are “closed systems” — this means that once the water leaves the reservoir, it isn’t easy to introduce anything into it, save only at the filter stations and pumping stations. And even then, it is a non-trivial exercise that would be quickly detected.
Equally, it is easy to undo: once it is detected that the water supply has been compromised, the water company need only shut down those portions of the affected network and back-flush, or drain out to the stormwater system.
Handling large quantities of concentrated powerful toxins of course leaves the Bad Men at a distinct risk of poisoning themselves. We’re not talking about a vial of poison or even a petrol can full of poison: we are talking about a truckload of poison at least: very difficult to handle safely.
In many ways, it is tempting to wish the Bad Men to play around with poisons.
A much better use of their time would be to play around with an agricultural disease, such as Foot & Mouth. While it does not harm humans, it is highly contageous to animals and does huge economic damage. And it is difficult to eradicate, with the effects lasting many years.
If the USDA isn’t already looking out for this risk, they ought to be. And I would be stunned if they weren’t.

If need be, I can think of several ways to terrorize the terrorists...put their methods to shame...put the fear of Allah into them.
